Walked into world of Disney in downtown Disney out in ca. and was shocked to see a 9" dragon (le 400) on the shelf! I haven't seen any series 1's on shelf since I started collecting about 4 months ago! It was even a bit discounted!

I had a similar surprise experience ... found a Skeleton Dance last week at Art of Disney, and the cast member at the register told me he had purchased 2 and returned one, and that is why I lucked into finding it on the shelf that very minute.
Went back a few days later and saw a whole case of Holiday 3-inch on the shelf behind the register ... once again they said it was a return. They said that someone had purchased 2 cases and then returned them sealed ... and they said those were the only Holiday 3-inchers at WDW! I bought 8 of them ... and went to my car and opened them ... then went back to get more but they were sold out already.
So returns of unopened VMs can be one explanation for the random "sold out" ones finding their way back onto the shelves.

Maybe I missed something, but I thought there were no returns or exchanges on VMs...

No returns or exchanges on OPENED VMs ... when they are still sealed, it is okay.

Congrats on the lucky find! I found Robot Mickey and Mortimer at star trader in DL a couple weeks ago and was just as shocked to see them just sitting there on the shelf.

I just picked up a skeleton dance in the magic kingdom this past saturday. The box was a little beat up but the figure was in perfect shape. I think it was a pretty good find.
